Change Kconfig objects from "menu, config" into "menuconfig" so
that the user can disable the whole feature without having to
enter the menu first.

Also reverting this one. V4L/DVB building system can't handle
menuconfig and if/endif Kconfig items.
We should first patch the building system before reapplying
those two patches.

Stop using those functions and depend on V4L2 in Kconfig.
