A POSIX compliant OS can have a setting of (-1) instead of say 200112L to indicate that the OS does not implement the feature. The code as it is would still attempt to utilize the functions if (-1) were being set and fail to build.

Flushing the decoder at a pts wrap causes decoding errors for images after the pts wrap. It is likely that the flush is still required for the issues it was introduced (DVD still images), but they may have been resolved differently meanwhile (e. g. by supporting sequence end code).
