Add test tools for testing the sliced VBI V4L2 API.
From: Hans Verkuil <hverkuil@xs4all.nl>
- Allow ioctl-test.c to be build again.
- Add sliced-vbi-detect to detect which VBI types are broadcast.
- Add sliced-vbi-test to read the VBI packets as they arrive.
