Add v4l2-ctl test tool.
From: Hans Verkuil <hverkuil@xs4all.nl> v4l2-ctl can be used to query and set most v4l2 ioctls. Very useful while testing. Signed-off-by: Hans Verkuil <hverkuil@xs4all.nl>
