Fixed LIBS with cygwin
@INTLLIBS@ is wrong because it should be $(INTLLIBS)
instead (and infact it causes an error at compile time because it is not
expanded), that piece of code is a nonsense: under cygwin, libintl is added
like in all posix environments.
