There's a patch available here:
http://www.cssf.cz/showthread.php?35867-vdr-1.7.10-a-eHD
But this seems to be just a workaround. I don't receive S23.5E, so I can't test this.

Since the post at cssf.cz above requires a login and is probably Czech, I've extracted their version as a diff against 0.8.2. The diff is attached. No hints about the original author. Also, the patch does not cleanly apply to the current 0.9.0 version. (6 failed hunks, should be fixable)
From a first look, the patch does
- move the hamming tables from tables.h to hamm.[ch], plus some extras
- modifies some characters of the internal teletext font (not sure whether that's standards compliant)
- Adds an 'enhancement' parameter to teletext chars, maybe some kind of overlaying system for diacritical marks
- Probably some minor changes.
Question for me is, whether this is standards compliant to some higher level of teletext, and whether there are any changes that would break teletext for non-cz/sk users. And I would feel much more comfortable with it if we'd know the original author.
