ffmpeg 2.7 SD stream problem

Description

After upgrading ffmpeg from 2.6.3, SD channels can't be zapped properly. Sound is ok but no picture. I have to insist on repeat zapping on SD channels to get picture.

To support ffmpeg 2.7.x, the compile time option "-DUSE_MPEG_COMPLETE" is needed.
The GIT contains a fix, this option is now on as default.
If you are using a prebuild binary, check if the distrbution uses this option.
Most distribution have this option already as default.

Latest git build has no such problem on SD channels as reported. Bug report can be closed as well. Thanks.
