Es gibt Probleme um das Plugin ab Python 3.8 zu bauen, ähnlich wie mit EPGD.

Die Lösung ist das Makefile anzupassen:
sed -i -e 's:$(shell python-config --libs):$(shell python3-config --libs --embed):' Makefile
